Descripción:This paper examines the Municipal Law or the municipal legal system in Costa Rica, with a focus on its history, municipal government and administration, its political autonomy and its interaction with the Central Government. It analyzes the issues of the transfer of powers from the Central Government to Municipalities in order to strengthen territorial decentralization, to encourage democratization, and to let the local government get closer to the citizens so that they can have a greater involvement in the management of public affairs.
