Human rights indicators in public policy against dengue in Argentina: a pending challenge

Descripción:The work focuses on the production of public information on health in the specific field of epidemiology, studying in depth the official speeches about dengue fever that occurred in the period 2009-2013 in Argentina. Thus, it is presented an articulated analysis with the categories for assessing the incorporation of a human rights approach in the formulation of public policies in accordance with the provisions of the Protocol of San Salvador (1999) and the operational document Indicators for measuring progress analysis is presented Rights under the Protocol of San Salvador (Organización de los Estados Americanos [OEA], 2011). The general objective is to contribute to the discussion about the centrality of the production of public information (state) as a dimension of the construction of the access to social rights and the ways to diagnose a problem of public order and propose solutions from the State. The conclusions of the work displayed edges or nodal points where the incorporation of this perspective becomes an important issue, especially in what concerns to the use of categories and arguments supporting the official version of dengue outbreaks. Therefore, one of the main results of the work consists of a proposed human rights indicators for the formulation of epidemiological public policies; this indicators are based on the dimensions of equality and non-discrimination, participation and access/production information for building a line between state obligations on human rights and development plans on this health issue.
