Descripción:The various educational scenarios pose changes related not only to the roles of the actors that participate in them, but also to the teaching and learning processes. The arrival of the COVID-19 pandemic required the incorporation of technological tools for the development of the educational process in virtual environments. This is how the question that guides this research arises: how to meet the needs of teacher training from any school level in terms of virtual pedagogical mediation so that teachers develop the necessary technological skills to face the challenges of education in the 21st century? The research focused on diagnosing the teacher training needs of 53 national and international in-service teachers who were working during the COVID-19 pandemic in 2021. The study was based on the mixed-method approach by using both qualitative and quantitative techniques and instruments which were applied to teachers in service from both inside and outside the country, employers, and administrators of the Master’s Degree of Education of the Department of Educology from Universidad Nacional, Costa Rica. The result revealed that the vast majority of educators possess technological knowledge and competence when using technological tools; however, they lack skills for the development of pedagogical mediation through virtual environments. For that reason, the curricular proposal for the design of a Master's Degree in Education with an Emphasis on Learning Processes in Virtual Environments was created as a product of a research process to obtain the Doctorate Degree in Curricular Development from the Michoacán Interdisciplinary Pedagogical University (UNIPEM) in Morelia, México. This curricular proposal intends to train teachers from any educational level not only at a national but also at an international scope. Keywords:  curricular design, higher education, pedagogical mediation, virtual environments.
