| Popis: | The government owes its achievements to good management, counting among them all those individuals located in more operational positions and specially those who are the superior managerial structure and thus have the responsibility for articulating a series of strategic actions necessary to ensure that public institutions base their performance according to principles of legality, efficiency, effectiveness and transparency. However, there are deep looming shortages by managers largely due to lack of adequate training for public purposes and processes and hand-picked recruitment and selection by politicians over selection based on merit, experience and vocation. |
