| Descripción: | Public managers can’t perform adequately, either for reasons of political appointment,academic background, training, updating of knowledge and (or) development skills. However, there is a high level of responsibility for the mistakes mentioned above, which should be foisted to the hierarchical apex, to not promote technical-legal strategies to fix the situation presented, even when different mechanisms exist to arrive at solutions, and more importantly, entirely native from Costa Rica. |
